Returns posts published in one public Telegram channel, newest first, with paging by post ID. Good for reading a channel's recent output or collecting its history in batches.

Limits
- Each call returns one page; for the next page, pass the paging value from the previous result as after
- Public channels only; private channels and groups are not covered
- Only publicly visible data is returned
